About The Speakers
Senior Stakeholder Liaison, Communications and Liaison
Terri Malone has been with the Internal Revenue Service for 33 years. She is currently a Senior Stakeholder Liaison Specialist in IRS’ Communications and Liaison Division. Terri works with tax professionals to identify ways the agency can be more responsive to customers’ needs, and coordinates IRS outreach and education to the tax practitioner community and small business owners.
Stakeholder Liaison, Communications and Liaison
Jennifer Henrie-Brown is currently a Stakeholder Liaison for IRS’ Communications and Liaison Division. Jennifer represents the IRS at education and outreach events and works with tax professionals, payroll providers, industry and trade associations, small business owners, and other Federal, State and local government agencies.
Jennifer has been employed by the IRS since 1992 and has worked in outreach and education for over fourteen years. Jennifer has also held positions in the Service as a Customer Service Representative, Taxpayer Service Specialist, Acting Manager of the Oakland Taxpayer Assistance Center office, Senior Tax Specialist, and Management & Program Analyst with Real Estate and Facilities Management. Jennifer speaks regularly on behalf of the IRS at practitioner and industry events and has facilitated several IRS national webinars.
Jennifer holds a Bachelor of Arts from the University of California at Los Angeles with a major in Communication Studies, specialization in Mass Communication.
Assistant Special Agent in Charge (ASAC), Treasury Inspector General for Tax Administration (TIGTA)
Jason began his law enforcement career in 2005 as a local police officer in California. During his civilian law enforcement career, Jason served as a SWAT Operator, a Gang Investigator, and Patrol Sergeant. Jason joined the Treasury Inspector General for Tax Administration (TIGTA) in 2010 as a Special Agent in the Fresno, CA post of duty. During his career with TIGTA, Jason had a number of significant criminal investigations that were successfully prosecuted in the Eastern District of California. Jason has served as an Evidence Custodian, Defensive Tactics Instructor, On-the-Job Instructor (OJI), and he was a member of the TIGTA’s 2013 Office of Investigations (OI) Management Development Program (MDP). As a member of the TIGTA’s MDP, Jason participated in several OI Field Division Inspections and acting assignments; including Acting Assistant Special Agent in Charge for TIGTA’s Internal Affairs Division in Washington D.C.. In January 2016, Jason was promoted to Assistant Special Agent in Charge (ASAC) of TIGTA’s Oakland, CA group, which has responsibility for Northern California and Hawaii. Jason has a Bachelor’s degree in English and is a U.S. Marine Corps veteran.
Small Business and Self-Employed (SBSE) Examination Territory Manager, Western
Albert has been with the Internal Revenue Service for over 25 years. His experience has been primarily with SBSE Examination. Albert held positions as a Tax Compliance Officer, Revenue Agent, Revenue Agent Group Manager, and Headquarters Analyst. He has been a Territory Manager for over six years. Albert currently provides oversight for Tax Compliance Officer and Revenue Agent Groups in Northern California. Albert is a graduate of the University of California at Berkeley.
SBSE Revenue Agent Group Manager
Joycelyn Lim has been with the IRS for 26 years. She started with Taxpayer Service before moving to SBSE Examination, where she was a Tax Compliance Officer and Revenue Agent before becoming a Revenue Agent Group Manager. Joycelyn has been a Revenue Agent group manager for seven years. Joycelyn has worked in the Walnut Creek and Oakland offices and currently manages Revenue Agents in the Oakland office.
Technical Assistant to the Advocate, California Franchise Tax Board (FTB)
Lila Fedler is a Franchise Tax Board spokesperson and serves as a Technical Assistant to the Advocate. Lila is an Enrolled Agent with the Internal Revenue Service, and began her career with the Franchise Tax Board in 1980. Lila currently works directly with the Taxpayer Rights’ Advocate to assure that the taxpayers have been afforded the protections of the Taxpayers’ Bill of Rights. With her more than 37 years, Lila has acquired a broad range of experience covering both personal income and corporation tax laws. In addition to her experience as a Franchise Tax Board Auditor, Protest Hearing Officer, and Audit Technical Specialist and Reviewer, she worked in the private sector as a Senior Manager in the state and local tax practice at a top public accounting firm, headquartered in the West, providing consulting services to public and private middle-market enterprises in many different industries.
Alan Pinck, Enrolled Agent (EA)
Alan Pinck is an Enrolled Agent with over 25 years of tax preparation experience in the San Francisco Bay Area. He has built a practice specializing in individual, small business tax preparation and audit representation. Alan is currently chair of the NAEA Education Committee and presents at NTPI events, CSEA Super Seminar, and a variety of other presentations for tax groups and small business associations. Having represented thousands of tax returns in audit, Alan has obtained tremendous insight of the audit process as well as knowledge on a wide variety of tax issues. James H. Hammerstrom
Estate and Gift Taxation Supervisory Attorney
James H. Hammerstrom is the Federal Estate and Gift Taxation Supervisory Attorney for attorneys in the states of Washington, California, Oregon, and Hawaii. He has been an attorney with the Estate and Gift Tax Division of the Internal Revenue Service since 1999. He received his bachelor’s degree from the University of Washington, Seattle, Washington and his law degree from Gonzaga University of Spokane, Washington. He is a member of the Washington State Bar Association. James has been a frequent speaker for the Washington State Bar Association, the Hawaii Tax Institute sponsored by Chaminade University, the Internal Revenue Service and to various other Bar Associations in the State of Washington and Hawaii. Prior to joining the Internal Revenue Service, James served in the United States Air Force as a pilot.
Carlos J. Zepeda
Senior Policy Analyst, IRS Large Business and International Division
Carlos Zepeda is a Senior Policy Analyst with the Large Business and International Division (LB&I) of the IRS. In this capacity, Carlos provides technical advice and program support on matters related to international individual compliance, including the special tax rules for U.S. citizens and resident aliens living and/or working abroad, nonresident aliens with U.S. filing requirements, and expatriates who have renounced their U.S. citizenship or ended their U.S. long-term permanent resident status.
Carlos began his IRS career in 1983 as a revenue agent in Sacramento, California. Prior to joining LB&I in 2005, he held various management positions within the IRS, including Revenue Agent Group Manager, Acting Chief of the former District Office Research and Analysis (DORA), and Territory Manager for Stakeholder Partnerships, Education and Communication (SPEC). Carlos is a graduate of California State University, Sacramento.
Revenue Officer Group Manager
Felix Kokeny is a Group Manager with Small Business/Self Employed-Field Collections. Felix has 26 years of service in the IRS, which has primarily been with Field Collections. He has held positions as a Revenue Officer. He has been a Collection Group Manager for over 10 years in Las Vegas and San Jose. Felix is experienced in dealing with business owners, self-employed individuals, and tax professions in the areas of taxpayer education, collection processes, and compliance. Felix has also participated in in various IRS outreach events.
Senior Revenue Officer- Small Business and Self-employed Field Collection
Sireen has been a Revenue Officer for 8 years. She started her career as a Revenue Officer in Sacramento and has worked in various post of duties since then. She is currently assigned to San Jose, CA. Other positions she held include Acting Group manager and Collection Advisor where she handled complex lien issues involving real and personal property. She is experienced in working complex collection investigations and working with other stakeholders such IRS-Counsel, Criminal Investigation, and Department of Justice. Sireen graduated from California State University, Sacramento with a degree in Finance and Economics.
